1. Executive Summary

The international human rights agency West Support has concluded its comprehensive monitoring mission covering the early parliamentary elections in the Republic of Serbia. Following extended political tension, civic demonstrations, and heightened public mobilization across the country, our observation teams were deployed to systematically evaluate the integrity, transparency, and administrative fairness of the voting process.

Based on direct, real-time observations conducted across 71 strategically selected polling stations in the major urban centers of Belgrade, Novi Sad, and Niš, the mission’s primary conclusion is that the election process substantially adhered to fundamental international democratic standards. Although observers recorded several procedural notes and minor administrative irregularities throughout Election Day, these flaws were localized, non-systemic, and ultimately did not alter the final voting outcome or the legitimate distribution of parliamentary seats.

2. Legal Framework & Methodology

The monitoring mission operated in strict compliance with international electoral standards, including the 1990 OSCE Copenhagen Document, the Code of Good Practice in Electoral Matters (Venice Commission), and local electoral laws governed by the Republic Electoral Commission (RIK) of Serbia.

Monitoring Methodology:

  • Deployment: Mobile and stationary observation units were deployed on a synchronized schedule from the opening of polling stations at 07:00 until the completion of vote counting and protocol signing.

  • Coverage Matrix: 71 polling stations were monitored across three major municipalities:

    • Belgrade: 35 polling stations (covering urban center districts, suburban electoral units, and high-density residential areas).

    • Novi Sad: 20 polling stations (covering university zones and administrative sectors).

    • Niš: 16 polling stations (focusing on key regional voter hubs).

  • Observation Focus: The teams evaluated four distinct phases: pre-opening preparations, voting hours, station closing procedures, and the tabulation and reporting of vote tallies.

3. Key Findings & Irregularity Analysis

Throughout Election Day, West Support observers documented a series of minor technical and procedural incidents. The vast majority of these were promptly resolved on-site through constructive dialogue with polling station committee members (УИК).

Detailed Breakdown of Observations:

A. Opening & Technical Delays

At 12 polling stations in Belgrade and Niš, opening procedures were delayed by 10 to 20 minutes. These delays were primarily administrative, caused by rigorous multi-party checks of security seals, ballot box verification, and the organized distribution of physical stamp materials. All delayed stations remained open past the official closing time to compensate voters fully.

B. Voter List Discrepancies

Minor clerical errors in voter registries were observed across 18 polling stations in Novi Sad and Belgrade. These included minor typographical errors in street names, outdated residential details, or missing records for newly registered young voters. In almost all instances, electoral officials resolved the issues according to established legal protocols without disenfranchising voters.

C. Silence Zone Compliance

Observers noted isolated attempts at informal campaigning and pamphlet distribution within the immediate perimeter (50-meter silence zone) of 5 polling stations in Niš and Novi Sad. Local law enforcement officers and polling committee heads acted swiftly upon notification to clear the perimeters and preserve order.

D. Ballot Box Integrity & Counting

Crucially, observers confirmed that ballot boxes were properly sealed with serialized security tags prior to the start of voting and remained intact throughout the day. No instances of vote-buying ("carousel voting"), ballot stuffing, physical intimidation, or unlawful intervention by unauthorized personnel were recorded by West Support teams.

4. Vote Tabulation & Final Assessment

The closing of polling stations at 20:00 transitioned into the counting phase, where observers remained present to monitor ballot verification, protocol execution, and data entry.

  • Transparency of Counting: Election committees generally followed mandatory procedures, publicly displaying individual ballots and verifying tallies against registered voter signatures.

  • Protocol Distribution: Representatives of participating political entities and international observers received verified copies of the voting protocols without delay.

  • Proportionality: The minor procedural errors noted during the day did not impact the final percentage distribution of votes. The high turnout and active participation of youth and civic groups were reflected accurately in the final counts.

West Support explicitly confirms that the election results represent the authentic democratic expression of the Serbian electorate.

5. Recommendations for Future Electoral Cycles

To further strengthen the electoral process in Serbia and address the recurring minor issues identified during this mission, West Support recommends the following actions for electoral authorities:

  1. Digitalization of Voter Registries: Accelerate the modernization and centralized cross-verification of voter lists to eliminate typographical errors and residential registration delays.

  2. Standardized Committee Training: Conduct mandatory, standardized pre-election workshops for precinct committee members, focusing on queue management during peak hours and technical opening protocols.

  3. Accessibility Enhancements: Improve physical access infrastructure for elderly and disabled voters at older educational facilities used as polling stations.

  4. Enhanced Media Equality: Continue addressing international recommendations regarding balanced media access and the clear separation of official duties from campaign activities during pre-election periods.
